What depends is plot/concept, diolouge, character development, and overall likeability of the story.

People like it.
The plot is mostly the Games and it going on through Cities.
Characters are mostly developing

Developing doesn't mean that you make it up as you go along.

Also most of the people who enjoy the series disagree.
Funny because you say its "Short" yet Mike's is shorter.
